The present invention relates to an apparatus and a method for replacing content, and in particular, to a content demand-adaptive apparatus for replacing content for a cooperative caching system, and a method thereof, which support content replacement in a demand-adaptive way in case that information on content demand is not known; can be used in a cooperative caching system; and is based on modeling of a Markov decision process in order to make content replacement optimal. In addition, according to the present invention, the content demand-adaptive apparatus for replacing content for a cooperative caching system comprises: a received content determination unit identifying received content when content is received from a neighboring cache server or a content source server; a caching status determination unit determining whether the received content determined by the received content determination unit is being cached in a corresponding cache server and, when the content is cached, transmitting the corresponding content to a request terminal without replacement of the content; a replacement determination unit determining content to be replaced through reinforcement learning based on modeling of a Markov decision process when the received content determined by the request determination unit is not cached in the corresponding cache server as a result of determination by the caching status determination unit; and a replacement execution unit replacing the content to be replaced, which is determined by the replacement determination unit, with the received content.
