Provided is a method for building a wireless self-communication network system using CPTED hybrid CCTV internal network by an ISP communication service provider, which comprises the steps of: building an internal network base station; building an external network base station; making encryption for synchronizing with an internal network LPWAN relay and an external network LPWAN relay; transmitting measurement data to the internal network; transmitting the same to the external network; transmitting a network separation server for the external network, wherein the network separation server for the external network is a network separation server where data are transmitted in one direction to the internal network separation server; transmitting data in a single direction, that is, transmitting the external network data and the hybrid measurement data to the internal network separation server; performing transmission to a duplication management server; performing transmission to a security server; performing transmission to the external data management server; an integrated control server transmitting the hybrid measurement data or the external network data to the network separation server for the internal network wherein the hybrid measurement data or the external network data are to be re-transmitted to any one of a private external network or a smartphone between the duplication management server and the external data management server; an OPEN API management server providing the hybrid measurement data or the external network data via the network of the ISP provider to the private external network server and the smartphone; and charging communication fees according to the network separation server for the internal network and the ISP provider network inside the integrated control center via a dedicated line of a local server and a network of the ISP provider, or a VPN. The present invention is able to construct a safe environment of a city.
