The present invention provides a decision support system for soil and groundwater contamination due to a chemical accident. The decision support system for soil and groundwater contamination due to a chemical accident according to the present invention includes: a data storage unit including a chemical accident database and a material property database; a controller unit for generating a decision support protocol corresponding to a chemical accident risk map using data stored in the chemical accident database and the material property database; and a user interface unit for inputting a user command for an operation of the controller unit and outputting the chemical accident risk map and the decision support protocol according to the operation of the controller unit.
