The present disclosure relates to a structure of a solenoid valve capable of being arranged at one end of a hydrogen storing system of a fuel cell system. According to the present invention, a solenoid valve including an independently movable pilot plunger head, which is disposed at one point in a flow path that extends from a high pressure vessel to open or close the flow path, includes a main seat including a hole so that gas flows into the solenoid valve through the hole; a main plunger being in contact with or separated from the main seat; a pilot plunger, which is disposed on a top surface of the main plunger in the solenoid valve, including a hollow portion therein; and a pilot plunger head, which is disposed inside the pilot plunger, having an apex which is in contact with the main plunger, wherein the pilot plunger is movable inside the solenoid valve, the pilot plunger head is movable inside the hollow portion of the pilot plunger, and wherein the pilot plunger head and the pilot plunger move independently of each other.
