The present invention relates to a nucleic acid complex with a new structure capable of introducing bioactive nucleic acid into cells, a composition for the treatment and diagnosis of diseases including the same, and an expression control method of a target gene using the same. More specifically, the present invention relates to: a nucleic acid complex where bioactive nucleic acid and carrier peptide nucleic acid modified to generally have a positive charge are complementarily combined to each other; a composition for the treatment and diagnosis of diseases including the same; and an expression control method of a target gene using the same.
