The present invention relates to a method to manufacture a prestressed steel composite girder, to fundamentally prevent a crack at an end part of casing concrete, and a continuous bridge construction method using the same. According to the present invention, the method to manufacture a prestressed steel composite girder comprises: a girder preparation step; a girder coating step; a steel girder supporting step; a rebar arrangement step of arranging a rebar in a first area of a steel girder to compose casing concrete thereto; a mold installation step of installing a mold for composing the casing concrete in the first area; a coating protection material installation step of installing a coating protection material for blocking a gap between the mold and an abutment of the steel girder, and between the mold and a vertical reinforcement member; a concrete composing step of composing the concrete casing to the steel girder; and a removal step of removing the mold and the coating protection material from the steel girder.
