Disclosed are an apparatus and a method to explore a leakage point in a multiple earthed neutral (MEN) environment, which measures a voltage variance ratio between a neutral line of a protected earthed neutral (PEN), to which a leakage current returns, and a remote earth without using a conventional current measurement type in order to explore an earth leaking area of a power line in a neutral common-earthed power grid such that a suspicious earth leaking area is determined and a leakage point is explored along a buried path of the power line within the suspicious earth leaking area. According to the present invention, a power line burial path is tracked within a power line PEN with a low voltage difference variance ratio, and earth potential is measured such that the earth leaking point is able to be figured out unlike an existing technology which checks a voltage of an exposed ground-earthed neutral line from an equipotential conductor or an adjacent customer facility without accessing a power line PEN place, calculates a voltage difference variance ratio from a remote earth to determine a suspicious earth leaking section, and checks a configuration of the power line in advance to measure a vector sum current. As such, a place, in which the earth potential is increased to have the low voltage variance ratio, is limited and reduced as an earth leakage exploring target in the customer facility adjacent to a PEN designated to become a feedback point of an earth leakage current such that earth leakage is explored on the ground to remove an earth leakage source. Moreover, in Korea, where neutral line single earth is changed into a common earth environment, an increase of the earth potential is measured in a lot of neutral line non-earthed customer facilities to easily check the suspicious earth leaking section and intensively perform exploration from power lines included in only the section, thereby realizing efficient and economic earth leakage exploration.
