The present invention relates to a method for manufacturing an organic fertilizer prepared using antagonistic microorganisms, fermentative microorganisms, synthetic microorganisms, and organic raw materials, and to an organic fertilizer manufactured by the manufacturing method. The present invention has the technical feature wherein a powder-type organic raw material characterized by being produced via a contaminant removal step, a sterilization step, and a crushing step, and a product obtained via a microorganism culturing step, a microorganism culture medium preparation step, and a microorganism additive solution preparation step are subjected to a mixing step, a fermentation step, and a drying step. The present invention is effective for soil improvement, crop growth, and disease and pest control. In addition, fertilizer produced through the technical solution contains primary metabolites, secondary metabolites, conjugated enzymes of lyases and ligases and the like, antibiotics, bioactive substances, inducers and the like, and thus not only does not contaminate the soil, but is also effective for ecosystem restoration, and for increasing profits through the production of safe organic crops. Moreover, an effect is also realized in which challenges related to conventional microbial agents, which is, the survival, colonization, and proliferation of microorganisms, are overcome by providing habitats and substrates by loading the microorganisms in the organic fertilizer. Furthermore, since maintaining a soil temperature of at least 10°C and a water content of at least 20% of the saturation moisture content causes proliferation of the microorganisms loaded in the organic fertilizer to be initiated so that useful material continuously flows out, there is an effect in which the microorganisms in the soil and crops may be improved within a short period of time.
