The judging apparatus according to the present invention includes a receiving part for receiving a decoded image signal; an analysis part for analyzing the entropy characteristic of the received image signal; and a control part for judging whether a result of the analysis of the entropy characteristic meets a leaning standard for judging the reconstruction of an original image. It is possible to automatically judge whether the restored image signal is correct image information.
