The present invention relates to a floating artificial reef system for the formation of a sea jungle, capable of making an optimal inhabitation environment for the formation and development of a sea jungle by securing a compensation depth of within 5 meters, which is an optimal water depth for the development of the sea jungle, and enabling a natural movement along a flow of seawater while using a framework growth and development screen made of concrete for easy transplantation of marine plants. The present invention includes: a framework growth and development screen (110) made of concrete or ceramics, and formed into a mesh including a plurality of opening parts (111) to enable the transplantation and growth of marine plants; a floater (120) enabling the growth and development screen (110) to float underwater; a mooring rope (140) mooring the growth and development screen (110) floated by the floater (120) so that the screen is located no more than 10 m deep under the water; and a rope fixing member (150) holding and supporting the bottom of the mooring rope (140) while being fixed to the seabed.
