The present invention relates to an electric vehicle warning sound evaluating method by considering a masking effect and an apparatus thereof. The electric vehicle warning sound evaluating method according to the present invention includes: a step of generating a plurality of synthetic signals by combining a plurality of warning sounds and a plurality of background noises; a step of respectively extracting a whine noise signal masked by the background noise from the plurality of synthetic signals; a step of calculating a whine index which is a sound quality index of the whine noise signal by using signal levels detected in the signal feature of a frequency area and time about the whine noise signal; and a step of generating an irritated index formula to calculate an irritated index corresponding to a predetermined whine index by using the whine index calculated according to the synthesis signals with subjective evaluation values for evaluating the irritated degree of a subject per synthesis signal. The present invention can objectively evaluate the sound quality of the electric vehicle warning sound masked by the surrounding background noise by considering the masking effect and can provide the sound quality evaluation index of the electric vehicle warning sound reliably. In addition, the present invention can contribute the objective evaluation and sound quality improvement of the electric vehicle warning sound by easily predicting an irritated index and a precognitive index only by extracting a whine index from an actual electric vehicle warning sound.
