The present invention relates to a method for manufacturing an embossing dual top sheet using a manufacturing system of an embossing dual top sheet, and an embossing dual top sheet manufactured thereby. The manufacturing system comprises: a supplying unit which supplies a surge non-woven fabric and a top non-woven fabric by a proper tension by a brake of a supplying roller and a load cell of a tension measuring roller; a molding unit which embossing molds a non-woven fabric supplied by an embosser and a heater, and integrates the same by means of a thermal adhesive by an ultrasonic device and attachment pins; and a winding unit which winds the manufactured embossing dual top sheet. A thermal molding unit forms embossing in a top non-woven fabric, and an embossing dual top sheet with a dual structure, which is integrated by thermally adhering two non-woven fabrics, is manufactured. The embossing dual top sheet is applied to disposal products such as hygienic products, diapers, defecation plates and the like, such that an area in contact with a skin is minimized by embossing, and excrement is absorbed in an attachment unit between embossings. Accordingly, a comfortable state can be always maintained. Since the present invention does not stretch in spite of being wound several times because of a low stretching rate, and prevents embossing from being deformed, thereby minimizing costs for logistics.
