The present invention relates to a personal image information protection system based on a hierarchical framework. More specifically, the personal image information protection system includes: an image information pre-processing unit (100) which receives recorded personal image data from an image recording means (10), stores and manages the received personal image data as original image information, and determines whether the received personal image data is false/modified through checking the integrity of the received personal image data; an image information post-processing unit (200) which is connected to the image information pre-processing unit (100) through a network, detects the preset personal information area by analyzing the image frames of the personal image information received from the image information pre-processing unit (100), and executes a masking process on the detected personal information area; and a user management unit (300) which is connected to the image information post-processing unit (200) through a network, provides an interface by using the predetermined authority of each of multiple users receiving a personal image information protection service, provides masked personal image data received from the image information post-processing unit (200) in accordance with a user request input through the interface, and analyzes the behavior by collecting the packet data of users.
