The present invention relates to a non-platinum-based low-temperature oxidation catalyst for low-temperature oxidation of volatile organic compounds and a method for manufacturing the same. According to the present invention, a composite metal oxidation catalyst comprising cerium (Ce), zirconium (Zr), copper (Cu) and silver (Ag) is more economical and thermally stable than platinum group metal catalyst, which is known to have excellent performance, and is excellent in removal efficiency of volatile organic compounds at a low temperature region due to increased oxygen storing and oxygen transferring abilities. Moreover, a remarkably excellent removal effect of volatile organic compound is exhibited at a low temperature region as compared with a conventional multi-component ceria-zirconia-based composite metal oxide catalyst for low-temperature oxidation of volatile organic compounds.
