The present invention relates to a virtual studio broadcast editing and transmitting device for converting an object location change into a vector to synchronize an image signal with a sound signal and a broadcast editing and transmitting method using the same. According to the present invention, the broadcast editing and transmitting device comprises an input unit, a control unit and an output unit. According to the present invention, the broadcast editing and transmitting method comprises the following steps of: receiving a photographed image and a recorded voice in real time; editing a broadcast image and a broadcast voice in real time; and outputting the broadcast image and the broadcast voice. The broadcast voice, which corresponds to the broadcast image, can also be edited in real time by edition of the broadcast image.
