The present invention provides an insulation sheet, which has a thin metal layer, a mesh layer formed on the thin metal layer, and a plurality of perforated holes formed on the metal thin layer, and is configured to allow an insulation part to be formed on a base surface by the perforated holes while having no restriction of temperature conversion by the thin metal layer formed between the base surface and waterproof layer to allow steam generated from the base surface to be easily dispersed such that waterproof performance is improved by preventing thermal deterioration due to temperature, lifting due to stream or the like, thereby increasing product competitiveness. To this end, according to the present invention, the insulation sheet where a waterproof layer is formed in such a manner as to be placed on a base surface in a sheet manner, comprises: a thin metal film layer (210) positioned on the base surface (1) to prevent thermal deformation with respect to a temperature difference between the base surface (1) and the waterproof layer and forming an insulating part to effectively disperse steam to prevent lifting; and a mesh layer (220) formed on the thin metal film layer (210). The thin metal film layer (210) comprises: a metal layer (212) formed thereon to have a predetermined thickness; a first adhesive layer (214) applied to the metal layer (212) to have a predetermined thickness; a fiber layer (216) applied to the first adhesive layer (214) to improve durableness of the metal layer (212); and perforated holes (218) applied to the base surface (1) by passing through the metal layer (212) and the fiber layer (216) to form an insulation part.
