Disclosed is a bicycle simulation system for making an inclination of a bicycle. The system includes: a bicycle device including a base plate, a pedal operating part connected to the base plate to be rotated through a first rotary shaft, and including a pedal, a saddle connected to the pedal operating part, and an actuator vertically extended from the base plate to be connected to the saddle through a second rotary shaft; a storage part storing a plurality of pieces of bicycle riding course image content including geographical information, and storing an exercise result value of each user who uses the bicycle device; a content providing part including a display part providing the bicycle riding course image content from the storage part, and a selecting part selecting the bicycle riding course image content provided to the display part and inputting user information; and a control part outputting the bicycle riding course image content and the exercise result value of each user to the display part, reproducing the bicycle riding course image content selected through the selecting part, and controlling the actuator in accordance with the geographical information included in the image content to control upper and lower inclinations of the bicycle device.
