The present invention relates to a high softening point reformed asphalt waterproofing compound and a waterproofing method using the same capable of forming a waterproofing sheet by inputting a softening point increasing additive to basic reformed asphalt with a softening point of 85°C or more; being constructed at 200°C or less; and having low-temperature bending properties for elongation at -30°C or more. The present invention comprises: 40-80 wt% of the basic reformed asphalt melted at 150-200°C; and the softening point increasing additive which is manufactured by mixing 10-50 wt% of waste tire powder, 5-20 wt% of blast furnace slag fine powder, 1-5 wt% of gilsonite powder, and 2-10 wt% of an adhesion improving agent. The basic reformed asphalt includes: 40-60 wt% of aspha 5-20 wt% of natural aspha 5-15 wt% of polymer plastic; 5-20 wt% of an SBS polymer; 2-10 wt% of a specific fiber filler; 0.1-0.5 wt% of an UV stabilizer; and 0.1-0.5 wt% of an antioxidant. The present invention impregnates or constructs the high softening point reformed asphalt waterproofing compound with a glass fiber mesh or a glass paper on a waterproofing surface; forms a waterproofing coating sheet by impregnating the high softening point reformed asphalt waterproofing compound with the glass fiber mesh or the glass paper and spraying silica; and then constructs a waterproofing layer by adhering to and compressing the waterproofing coating sheet on the waterproofing surface with the high softening point reformed asphalt waterproofing compound.
