The present invention relates to a photocatalyst for water splitting, and a method for producing hydrogen using the same. According to the present invention, the photocatalyst is composed of a tantalum nitride doped with transition metal (M) and a coating layer surrounding the tantalum nitride and including a conductive polymer. In addition, the photocatalyst is harmless to human body, exhibits excellent stability of the catalyst and superior optical activities for visible light, and ensures high efficiency in water splitting by suppressing recombination of excited electrons and holes due to light irradiation. Accordingly, it is possible to produce hydrogen (H_2) in high yield in the presence of visible light when water splitting is performed by using the high water decomposition efficiency.
