The present invention relates to a dual preamble random access method for reducing access congestion in disaster situations in which a terminal (UE) can increase the number of logically possible preambles by transmitting two different preambles to a base station (eNB), thereby reducing the collision probability and access delay between the terminals (UEs). The dual preamble random access method for reducing access congestion in disaster situations comprises the steps of: constructing a valid preamble pair by a terminal to transmit the pair to a base station; calculating, by the base station, an optimal ACB parameter on the basis of the number of terminals successfully accessed and the number of unnecessary response messages; generating a response message including the optimal ACB parameter calculated by the base station and broadcasting the response message to the terminal; requesting a connection by using resource allocation information included in the response message in the terminal that has received the response message; and when receiving a connection request message transmitted from the terminal by the base station, transmitting a connection completion message to the terminal.
