The present invention relates to a moisturizing cosmetic composition comprising extracts of Opuntia ficus indica and Rosmarinus officinalis as effective components, wherein the extracts of Opuntia ficus indica and Rosmarinus officinalis increase the expression of skin moisturizing factors, and have an effect of increasing the moisture content of the skin, thereby being usefully used as a cosmetic composition.
