The present invention relates to a hydrogen generating and supplying device using a steam-stated decomposer in a solid fuel, capable of smoothly generating hydrogen by rapidly reacting to hydride supplied to a reaction tank in a solid state by vaporizing a liquid-stated decomposer while the liquid-stated decomposer is supplied to an injection nozzle so that the steam-stated decomposer is injected. The hydrogen generating and supplying device comprises: the reaction tank storing the solid hydride and storing the hydrogen generated by decomposition reaction of the stored solid hydride and the decomposer; a decomposer injecting unit installed on one side of the reaction tank and injecting the vaporized decomposer in a steam state through the injection nozzle installed at an end of a decomposer transfer pipe since the decomposer stored in a liquid state in a decomposer storing tank is vaporized by a heating unit while being supplied through the decomposer transfer pipe; and a porous partition installed for the solid hydride stored in the reaction tank to be fixed and preventing a by-product from moving but permitting the flow of the hydrogen generated by reacting to the decomposer injected by the decomposer injecting unit.
