The present invention relates to a cosmetic composition having an anti-oxidant function using an extract of Nypa fruticans Wurmb. and to a manufacturing method thereof, in which a solvent mixed with a Nypa fruticans Wurmb. powder, distilled water, and alcohol at a volume ratio of 30:70 is mixed with 2 to 4 times the volume of the Nypa fruticans Wurmb. powder, the mixture is extracted twice at room temperature in a shaking incubator for 40 to 50 hours and centrifuged, and a lyophilized powder of the extract of the Nypa fruticans Wurmb., which is obtained by recovering only a supernatant and concentrating the supernatant under reduced pressure followed by lyophilization, is contained as an active ingredient, and thus it is possible to realize whitening and wrinkle-reducing effects by extracting active ingredients from the Nypa fruticans Wurmb., which is a natural product having strong anti-oxidant function.
