The present invention relates to an uncoiler to supply a coil steel sheet, supplying a coil steel sheet to be processed to a production line in a production site, and a coil steel sheet supplying method using the same. According to the present invention, the uncoiler to supply a coil steel sheet comprises: a coil cartridge having a plurality of coil holders for loading a coil disposed side by side in parallel in an axial direction to be formed as one body; a guide frame supporting the coil cartridge to be able to horizontally slide in the axial direction; a transfer device including a transfer driving means installed on the guide frame to horizontally transfer the coil cartridge in the axial direction; the coil holder disposed on the upper part of one side end part of the cartridge transfer device on the axial line to sequentially hold the coil loaded on the coil holders of the coil cartridge transferred in the axial direction; and a coil holder lifting/lowering device to lift/lower the coiler holder between a holding position on the axial line and a supply position of an upper part. Accordingly, coil replacement time and management load with respect to the product line are able to be largely reduced.
