According to an embodiment of the present invention, provided is a method for manufacturing a catalyst for reducing carbon dioxide and oxidizing formic acid, which comprises the following steps: preparing an electroplating solution containing a palladium precursor solution, an indium precursor solution and a support electrolyte; immersing a three-electrode terminal or a two-electrode terminal including a working electrode in the electroplating solution; forming a palladium-indium composite catalyst on the working electrode surface by applying voltage to the working electrode; and heat-treating the palladium-indium composite catalyst. Provided are a catalyst having activity in both reactions of reducing the carbon dioxide to formic acid or formic acid ion, and oxidizing the formic acid to carbon dioxide, and a manufacturing method thereof.
