The present invention relates to a thermal decomposition drum heat insulation construction of a rotary incinerator and a thermal decomposition drum heating construction method using the same and, more particularly, to a novel technique by which a thermal decomposition drum for high-temperature waste burning and incineration can be kept warm and an emergency stop of the thermal decomposition drum in operation can be prevented by suppressing damage to a heat insulation material and an exterior material over a long period of time. By nature, conventional thermal decomposition drums are subject to centrifugal force-based damage to insulating materials with time, and then insulating material scattering and exterior material damage lead to emergency stop and huge costs. Also, re-operation of the thermal decomposition drum results in costs. The present invention has been made to solve the above-mentioned problems, and it is an object of the present invention to provide a heat insulating material surrounding the outer peripheral surface of the thermal decomposition drum between heat insulating material fixing bars radially attached in a longitudinal direction between multiple exterior material fixing rings attached to surround the circumferential surface at a distance along the longitudinal direction of the thermal decomposition drum and an exterior material surrounding the outside of the heat insulation material can be fixedly installed at the exterior material fixing ring.;COPYRIGHT KIPO 2018
