Disclosed is an intelligent emergency bell system interlocked with an infrared light camera and a sex offender database capable of tracking an object, which transmits a text message to a mobile terminal of a security guard or a policeman upon recognition of an emergency situation to realize emergency dispatch within golden time. According to the present invention, the intelligent emergency bell system is installed in a crime-ridden restrict or a crime vulnerable restrict, and comprises a surrounding observation camera including a pan/tilt/zoom (PTZ) controller; a light emitting diode (LED) lamp; a warning light; an emergency bell; an emergency call device including a camera for recognizing an operator in the upper and lower part of the emergency bell, an LED lamp, a microphone, and a speaker; a radio frequency (RF) communication unit; a shock sensor; a guide electric design board; a guidance speaker; an emergency bell notification system; and a liquid crystal display (LCD) unit functioning as a sex offender information monitor. Moreover, the intelligent emergency bell system transmits a device ID, an emergency bell signal, and moving picture data of the camera to a control server through a communication network when the operator operates the emergency bell in a dangerous situation, transmits and receives voice call data of the operator through an emergency call device including the microphone and the speaker to perform communication with a person in charge of the control center, and monitors a moving picture capturing the current situation of the operator by a video monitoring server of the control system.
