A method of making a lightweight cement binder composition having an improved compressive strength for a product, e.g., a cement panel, is disclosed. The process mixes fly ash, alkali metal salts of citric acid, alkali metal silicates, foaming agents for air entrainment, water and foam stabilizers in the preferred embodiment.
