According to an embodiment of the present invention, provided are a network encoding apparatus and method based on low complexity network coding using a singular value decomposition, which perform network decoding through a transposed matrix of a unitary matrix by using the unitary matrix by singular value decomposition as an encoding coefficient, and a network decoding apparatus and method. Thus, it is possible to improve calculation complexity of network decoding performed by a user terminal. According to an embodiment of the present invention, a method of performing network encoding includes the steps of: extracting an encoding coefficient matrix by matrix-decomposing original data; generating encoded data by encoding original data using the extracted encoding coefficient matrix; forming a data packet including the generated encoded data and the encoding coefficient matrix; and converting the formed data packet from a real number field to a Galois field.
