The present invention relates to a wastewater and sewage treatment system capable of easily selecting aerobic and anaerobic conditions. According to the present invention, the wastewater and sewage treatment system comprises: a reactor; a settling tank adjacent to the reactor; and a dehydrator adjacent to the reactor and dehydrating activated sludge by enabling the activated sludge to flow inside since the dehydrator is connected by a drawing line. The reactor can selectively perform aerobic mixing or anaerobic mixing. The reactor includes: a driving motor; a bar-shaped impeller connected to the driving motor by a driving shaft and having a spiral wing on the outer circumference; a housing main body including the impeller in the lower part of the driving motor; a discharge unit formed for the impeller to pass through the center and discharging] sewage and wastewater through a dispersion groove; a guide pipe formed in the lower part of the discharge unit and including the impeller; and a mixing unit having a slide space inside and installed on the outer circumference of the housing main body, wherein the mixing device includes a vibration attenuation unit forming vibration in an opposite direction of the vibration transmitted from the slide space to the housing main body by a weight connected by a spring.
