In an elevator operation apparatus according to the present invention comprising an elevator, an elevator motor, an emergency rescue device, and an elevator control panel, the elevator operation apparatus further comprises a storage battery; a signaling unit including an emergency rescue device side signaler and an elevator side signaler; a transformer including a primary winding to which an external AC power is supplied in a normal operation mode and a secondary winding for supplying an AC power for control and having a winding for a power outage emergency rescue added thereto; and a relay unit including an M1 relay, an M-INV relay, and an M2 relay. There is an effect that the present invention provides an emergency rescue device and an elevator control panel that are reduced in size by combining the emergency rescue device and the elevator control panel to thereby facilitate an installation, maintenance and repair on a hoistway and the space of the installed hoistway can be reduced to thereby overcome the space constraint.
