An objective of the present invention is to provide a non-combustible resin composition for an outlet duct or pipe of exhaust gas discharged from a semiconductor manufacturing process. The present invention relates to a non-combustible PVC resin composition for an outlet duct or pipe of exhaust gas discharged from a semiconductor manufacturing process, which is excellent in durability, is non-combustible when being exposed to fire, and especially, shows a high degree of flame retardancy, i.e. non-flammability, satisfying the FM standard (specification based on the evaluation standard set by the mutual system of the industrial mutual insurance organization). The non-combustible resin composition includes an unsaturated polyester resin, a chlorinated polyvinyl chloride resin, expanded graphite, a combustion controlling agent, a composite flame retardant, a hardener, and an accelerator.
