An embodiment of the present invention is to provide an optimal control system for a landfill gas and biogas plant using a deep learning technique, which predicts and uses a power generation amount and composition of gas to achieve optimum power generation efficiency and ensure stability of landfill gas and biogas power generation facilities, thereby controlling a power generation amount and engine safety. According to an embodiment of the present invention, the optimal control system for a landfill gas and biogas plant using a deep learning technique comprises: an information generating unit for generating a database including environmental conditions of the landfill, information on the composition components of the landfill gas, information on the amount of generated landfill gas, and information on power generation operations; an information predicting unit for receiving the database from the information generating unit and predicting a future composition component of the landfill gas and a future amount of generation of the landfill gas; a power generation amount control unit receiving the future composition component and the future generation amount prediction information of the landfill gas from the information predicting unit and deriving an optimum power generation amount; an engine control unit receiving the optimal generation amount information derived by the power generation amount control unit and generating a control signal for controlling an engine power generation output; and a power generation unit receiving the control signal generated by the engine control unit to be power-generated.
