The present invention relates to an apparatus and method for generating an any-viewpoint image. According to the present invention, the apparatus for generating an any-viewpoint image which generates an image shown at any viewpoint by using a virtual camera comprises: a virtual camera model unit which converts a coordinate of one point of an image shown from the viewpoint of the virtual camera into a coordinate on a scene coordinate system, performs perspective compensation, and sets an optical axis on the scene coordinate system; a second curved surface model unit which generates a second curved surface model obtained by modeling a second curved surface capable of inserting an image effect into an image shown from the viewpoint of the virtual camera; and an omni-directional camera projection model unit which projects a coordinate on the scene coordinate system on a point of the second curve surface and sets the coordinate as a pixel value of one point of the image shown from the viewpoint of the virtual camera. According to the present invention, the apparatus for generating an any-viewpoint image has an effect of generating an image which makes a user feel like seeing the surrounding area from a certain viewpoint desired by the user from the image of the omni-directional camera.
