According to the present invention, disclosed are a method for managing ship information for providing an optimal speed of a ship so as to reduce fuel costs of the ship and a device thereof. The device for managing ship information identifies an emission regulation area operation distance and the remaining general area operation distance among the total operation distances of the ship based on route information and a coordinate of the pre-defined emission regulation area when receiving the route information from the ship and individually calculates engine RPMs of the emission regulation area and the general area based on each operation distance of the emission regulation area and the general area and a ship speed according to each operation time while changing a time distribution rate distributing the total operation time of the ship into the emission regulation area and the general area. Also, the present invention identifies the engine RPMs of the emission regulation area and the general area in which the minimum cost is generated based on the entire fuel cost for each time distribution rate calculated based on each engine RPM of the emission regulation area and the general area and each fuel cost of the emission regulation area and the general area to provide the engine RPMs to the ship.
