The device has a position data receiving module and a data transmission and reception module ensuring machine-to-machine (M2M) operations based on information collected to communicate with an external environment. The modules determine frequency or transmission rate for exchanging data with a data processing center. Variable flow factors experienced during journey are determined. The flow factors are physical condition of a driver of a vehicle, vehicle power, effect of road users, and status and track conditions.
