A piping diagnostic device 1 according to an aspect of the present invention is characterized by comprising: a reference distribution generating means 12 that generates a reference distribution which is statistical data of reference data of piping, on the basis of construction information about the piping, design information about the piping, and material information about the piping; a changed-state distribution generating means (a measurement means 21 and an indexing means 22) that generates a changed-state distribution which is statistical data of changed-state data of the piping having changed due to aging, on the basis of at least vibration or dynamic pressure of the piping having changed due to aging; a measurement means 31 that measures at least the vibration or dynamic pressure of the piping; and a determining means 33 that determines deterioration of the piping on the basis of the reference distribution, the changed-state distribution, and at least the vibration or dynamic pressure of the piping.
