A synchronization apparatus in a control base station (102) is disclosed. A GNSS synchronization unit (202) receives a GNSS signal (105) through a GNSS antenna (205) to obtain time information. A clock generation unit (201) adjusts a clock of the control base station (102) based on the time information provided by the GNSS synchronization unit (202). A traffic base station synchronization unit (204) transmits and receives information with a traffic base station (103) through a wired connection (207). A user data sample generation unit (203) generates data required by a mobile user including network time information, and transmits the data to the mobile user equipment (104) through a control base station antenna (206).
