Embodiments of the present invention provide a wireless local area network discovery and selection method, device and system, and a terminal. The method comprises: when initiating packet switch data to a cellular network, sending a registration request to a wireless local area network discovery and selection device; receiving a notification message sent by the wireless local area network discovery and selection device, the notification message being sent when the wireless local area network discovery and selection device determines that offload needs to be performed on the packet switch data in the cellular network by using the wireless local area network, and the notification message carrying information of an access parameter; and selecting a target wireless access point according to the information of the access parameter. By using the technical solutions of the embodiments of the present invention, when the terminal initiates packet service data to the cellular network, the foregoing WLAN discovery and selection operations are performed, thereby effectively improving efficiency of WiFi discovery and selection.
