The invention relates to a method and a system for the controllable adjustment of the material removal rate of hand-guided material-cutting and tissue-cutting tools and of effectors in accordance with the features disclosed. The object of the invention is to develop a method, a system and a tool which permit the material removal rate of rapidly rotating tools to be controlled without the need for a substantial change in the speed of the tool or a substantial change in the pose, orientation or geometry of said tool. The method, system and tool can be, in particular, advantageously used for the precise observance of working area limits in the removal of material or tissue by means of rapidly rotating machine tools in the surgical and manufacturing fields, in order to produce freeform surfaces. The method, system and tool for the controllable adjustment of the material removal rate of hand-guided material-cutting and tissue-cutting tools and of effectors are characterised in that the material-cutting blades of the effector and/or at least one blade cover can be mechanically set in terms of their pose (position and orientation) in relation to the tool effector in at least two positions, or can be retracted and deployed without any significant change in the removal motion and while a constant speed is maintained.
