To solve the problem in which: an alarm may not be activated in a railroad crossing.SOLUTION: An alarm control device 300 comprises: data acquisition units 41 to 43 that acquire sensing data a to j from sensors 6 to 15; a railroad crossing recognition unit 44 that recognizes the position of a railroad crossing with respect to a vehicle on the basis of the sensing data; and a determination reference changing unit 46 that, on the basis of a result of the recognition, changes a determination reference for causing an inattentive driving alarm device 200 to activate an inattentive driving alarm such that an inattentive driving alarm is easily activated in a period during which the vehicle passes through the railroad crossing compared to the other periods.SELECTED DRAWING: Figure 3
