To provide a carbon-based composite capable of being prepared simply at low cost, containing no platinum, and capable of achieving excellent oxygen reduction electrode property.SOLUTION: There is provided a carbon-based composite for oxygen reduction catalyst containing nanosheet-like graphene oxide, or a reduced article thereof, and a carbon quantum dot. There is provided a manufacturing method of a carbon-based composite for oxygen reduction catalyst containing the carbon quantum dot and the nanosheet-like graphene oxide, including a carbon quantum dot generation process for generating the carbon quantum dot by heating a solution containing a carbon source compound and a nitrogen source compound at a temperature of boiling point of water or higher, a mixing process for mixing the resulting carbon quantum dot and nanosheet-like graphene oxide in an aqueous solution, and a drying process for removing a solvent from the resulting mixture. There is provided a composition for battery cathode catalyst layer containing the carbon-based composite for oxygen reduction catalyst and a conductive assistant.SELECTED DRAWING: None
