To provide an economical and efficient treatment technology that can reduce the amount of elution of heavy metals including a lead contained in incineration ash, and metals selected from cadmium, arsenic, selenium, hexavalent chromium and total mercury to less than the landfill disposal determination criteria.SOLUTION: Provided is an elution preventive agent for heavy metals including a lead from incineration ash, and metals selected from cadmium, arsenic, selenium, hexavalent chromium and total mercury, characterized in containing 100 pts.wt. calcium aluminate, 5 to 100 pts.wt. of aluminum sulfate, 20 to 200 pts.wt. of ferrous sulfate, and 0.5 to 10 pts.wt. of alkali metal phosphate.SELECTED DRAWING: None
