To provide a renewal device of a dam management system, the dam management system, and a renewal method of the dam management system, capable of measuring and monitoring even during a renewal installation period.SOLUTION: A renewal device of a dam management system in accordance with an embodiment is a renewal device used during a renewal period of the dam management system provided with a console panel at a machine provided with a display panel displaying measuring data acquired through measuring equipment provided on dam equipment. The renewal device comprises a camera and an image recognition device. The camera captures an area including the display panel on the console panel at the machine. The image recognition device acquires information indicating measured data from image data through image recognition processing on acquired image data acquired by capturing the area with the camera and output the information indicating the measured data, or the image data to the outside.SELECTED DRAWING: Figure 1
