To allocate a track at which a long allowance time can be secured for the purpose of operation arrangement or recovery operation of trains without hardly causing trouble in operation between a preceding train and a following train.SOLUTION: The track use plan preparation device includes a selection unit and an allocation unit. The selection unit selects a diagram line of a target train to which a track of a station is allocated among diagram lines included in a diagram of the station. The allocation unit allocates a track with respect to a diagram line of the target train according to a track condition showing an attribute of a train that can be allocated to the track. When a track is not allocated to the diagram line of the target train according to the track condition, the allocation unit allocates a track having a shortest operation time interval to the diagram line of the target train among the tracks based on an operation time interval of each track between the target train and a preceding train preceding the target train.SELECTED DRAWING: Figure 1
