To provide a water bottom exploration system, a water bottom exploration device, and a water bottom exploration method capable of performing electromagnetic exploration by expanding an area of a transmission loop.SOLUTION: The water bottom exploration system 100 is equipped with a movable body 10 which moves in the sea, electromagnetic exploration device 40 which explores mineral resources of the seabed 90, and a towage object 30 which moves so that it may tow the movable body 10 and move along the exploration course of traverse L of the electromagnetic exploration device 40. The electromagnetic exploration device 40 has a transmitting coil 44 for making the seabed 90 generate a primary magnetic field, a transmitter unit 42 that sends current through the transmitting coil 44, and a receiver 43 which receives the information about the change of a secondary magnetic field resulting from the electromagnetic induction which occurs by the change of current which flows into the transmitting coil 44. The transmitting coil 44 is constructed on a submarine surface 90s in the shape of a loop, and the receiver 43 attached to the towage object 30 receives information, carrying out relative displacement to the transmitting coil 44.SELECTED DRAWING: Figure 7
