To estimate a traveling state of a vehicle in which the psychological state of a driver can be influenced based on the utterance of the driver without using a wide variety of sensors.SOLUTION: An on-vehicle device includes a sound collecting part for collecting sound emitted from a driver, a traveling state collecting part for collecting traveling state information indicating a traveling state of a vehicle, a database generating part for generating a database by associating the collected traveling state information with sound information corresponding to the collected sound, and a learning part for learning an estimation model using a pair of the sound information recorded in the generated database and the traveling state information as learning data, and an estimation part for estimating the driving state of the vehicle in which the psychological state of the driver can be influenced based on the utterance of the driver by using the estimation model.SELECTED DRAWING: Figure 1
