The present invention estimates the traveling state of a vehicle, which can be influenced by a driver's psychological state, on the basis of the driver's vocalizations, without the use of various sensors. This onboard device is characterized by comprising: a speech collecting unit that collects the speech produced by the driver; a traveling state collecting unit that collects traveling state information indicating the traveling state of the vehicle; a database generating unit that generates a database by associating the collected traveling state information with speech information corresponding to the collected speech; a learning unit that uses pairs of the speech information and the traveling state information stored in the generated database as data for learning and then learns an estimation model; and an estimating unit that uses the estimation model to estimate the traveling state of the vehicle, which can be influenced by the driver's psychological state, on the basis of the driver's speech.
