To provide a project quality evaluation device having a function of predicting design quality based upon quality data before a start of designing.SOLUTION: A project quality evaluation device comprises: a before-designing quality storage unit 9 which stores information before a start of designing as before-designing information; a design quality storage unit 8 which stores information after the start of designing as design information; and a quality information prediction processing unit 4 which evaluates the before-designing information stored in the before-designing quality storage unit 9 to predict project quality, the quality information prediction processing unit 4 evaluating the before-designing information stored in the before-designing quality storage unit 9 to predict quality of the design information stored in the design quality storage unit 8.SELECTED DRAWING: Figure 1
