To control a moving object even in a place where a navigation signal emitted from a navigation satellite cannot be received.SOLUTION: Provided is a three-dimensional information processing unit 300 for actuating a device or functional unit for measuring three-dimensional coordinates of a control object and a laser scanner or a laser scanner function unit for acquiring the three-dimensional point group data of the control object. The three-dimensional information processing unit 300 comprises: a positioning unit 302 for actuating the device or functional unit for measuring the three-dimensional coordinates and calculating the three-dimensional coordinates; a control unit 303 for actuating the laser scanner or the laser scanner unit and obtaining three-dimensional point group data; a section calculation unit 304 for calculating the movable section of the control object from the three-dimensional point group data having the three-dimensional coordinates; and a control object position calculation unit 305 for calculating the position of the control object in the movable section calculated by the section calculation unit.SELECTED DRAWING: Figure 5
